Licensing of a Marketing Office

Service Description

This service enables the issuance of the license required to represent international pharmaceutical companies and medical product manufacturers registered within the UAE.

Service Process

• 1. Log in using UAE PASS to start the service
• 2. Fill out the application form
• 3. Attach the required documents
• 4. Submit the application to obtain prior approval for a marketing office license
• 5. Issue the Electronic Owner Approval
• 6. Submit the Primary Inspection request
• 7. Pay the fees
• 8. If the Primary Inspection is passed: submit the Initial Approval request
• 9. Complete the licensing procedures with the relevant government entities (such as Civil Defense and others)
• 10. Submit medical staff (pharmacist) licensing requests through the Ministry of Health and Prevention (MOHAP) website
• 11. Submit the Final Inspection request
• 12. Pay the fees
• 13. If the application is approved: pay the license fees
• 14. Issue the Marketing Office License

• The approved technical and health requirements for pharmaceutical entities must be met.

Required Documents

• Initial Approval
• 1. Copy of the marketing office's articles of incorporation or memorandum of association
• 2. Marketing authorisation holder representation document registered with the Ministry (the licence applicant must be a representative of a medical products company registered with the Emirates Drug Establishment (EDE))
• 3. Copy of the owner's valid passport and UAE National ID, and Family Book (required if the owner is a UAE national)
• 4. Completed Identification Form (to be filled in by the owner and the Responsible Pharmacist only)
• 5. Engineering layout plan of the site, approved by an engineering consultancy office
• 6. Partnership agreement specifying the shareholders entitled to capital in accordance with the UAE Companies Law
• 7. Copy of a valid tenancy contract for the marketing office
• 8. Copy of the engineering drawing approved by a consulting engineer in the emirate
• 
  Final Approval and Licence Issuance
• 1. Licence of the Responsible Pharmacist for the marketing office, issued by the Ministry of Health and Prevention (MOHAP)
• 2. Copy of the Commercial Licence issued by the relevant Department of Economic Development or the licensing authority in free zones
• 3. Civil Defence Certificate confirming compliance with fire prevention and safety requirements for establishments

• Yes, provided that approval is obtained from the relevant local authority specifying the permitted foreign ownership percentage.
